Tom Davies partnered with the firm in 1987 to form Harmon & Davies, P.C.   He concentrates his practice on the representation of employers in labor and employment related matters and in the area of construction law. Tom has experience representing both public and private clients before federal and state courts, as well as administrative agencies, and before mediators and arbitrators in matters involving, among other things, organizational campaigns, employment discrimination claims, affirmative action, and construction claims. Tom regularly speaks on labor, employment and construction issues at seminars for personnel professionals, attorneys and business leaders.

Prior to partnering with Rick Harmon to form Harmon & Davies, P.C. in 1987, Tom served as a Trial Attorney with the National Labor Relations Board in Pittsburgh, Pennsylvania. During his twelve years with the NLRB, Tom investigated more than a thousand unfair labor practice cases, conducted more than a hundred representation elections and tried many cases to successful conclusion.

Tom earned his Juris Doctor from Duquesne University School of Law in 1981 and his Bachelors Degree from Lafayette College in 1974.

Tom is admitted to the Pennsylvania Bar, as well as the U.S. Courts of Appeals for the Third, Fifth, Seventh, Ninth and D.C. Circuits, and the U.S. District Courts for the Eastern, Middle and Western Districts of Pennsylvania, as well the Central and Northern Districts of Illinois. He is a member of the Keystone, Central Pennsylvania, Eastern Pennsylvania and Cumberland Valley Chapters of ABC and is an active participant on various committees. Tom had the honor of serving as the 2009 Chairman of the Board of the Keystone Chapter of Associated Builders and Contractors. Tom has testified on construction related issues before both the United States Congress and the Pennsylvania House of Representatives.

On a personal level, Tom and his wife Charmanne are the parents of two sons and are blessed with two grandchildren. Tom is a member of Wayside Presbyterian Church where he has served as an Elder, Sunday school teacher, lay worship leader and Chairman of the Building Fund Campaign Committee. In his spare time, Tom enjoys traveling with Charmanne and an occasional round of golf. In 2006, Tom fulfilled his goal of actually visiting all 50 states. His next ambition is to visit all seven continents, but says that will have to wait for a while.
