Shannon O. Young has a civil litigation background with a focus on construction law and OFCCP and affirmative action compliance.  Litigation refers to all aspects of a lawsuit, and OFCCP and affirmative action compliance issues affect employers with federal contracts.  Thus, if you are being sued or contemplating bringing suit, or if you are an employer with federal contracts, Shannon is available to assist you with your needs.    

With respect to construction matters, Shannon routinely reviews construction contracts for some of the largest members of Central Pennsylvania’s construction industry.  She handles payment bond claims, mechanic’s liens, OSHA citations, and all aspects of construction disputes.  She is a frequent contributor to the Harmon & Davies construction law blog and a board member of the Philadelphia Chapter of the National Association of Women in Construction (“NAWIC”).

 
With regard to employment and labor law issues, Shannon regularly assists businesses with OFCCP and affirmative action compliance and OFCCP audits.  She also develops and reviews federal contract affirmative action plans and VETS-100/VETS100A reports for local and national federal contractors, including federal construction contractors and federal supply and service contractors.  On behalf of employers, Shannon has also successfully defended and appealed determinations entered by the Unemployment Compensation Board of Review at the appellate court level.     

Background
Shannon embraces Harmon & Davies client oriented, cost conscious approach and prides herself in providing her clients with prompt attention and a quality work product.  Shannon’s previous employment includes working in the litigation department of one of the top 200 firms nationally, working for a construction niche practice, and working at a nationally recognized class action and personal injury firm. 
Shannon received a full tuition scholarship to Penn State, The Dickinson School of Law after completing her Penn State undergraduate degree with High Distinction in two years.  While at law school, she received the highest grade in two of her classes earning her awards in both Land Use Controls and Education Law
During her second and third year of law school, Shannon worked as a land use research assistant.  She was recognized in Professor Carlos A. Ball’s law review article, Exactions and Burden Distribution in Takings Law, which appeared in William & Mary Law Review.  Additionally, Shannon was one of 50 law students in the nation selected to participate in the Air Force JAG’s prestigious Nationwide Summer Internship Program where she worked in the labor law department.  She also clerked for Harrisburg’s oldest law firm.
